If any state can claim to be the birthplace of the modern PFAS reckoning, it is Minnesota. For the better part of a century, 3M manufactured these compounds and disposed of the waste across the Twin Cities east metro, planting the seeds of a contamination story that would eventually reshape national policy. Production of PFOS and PFOA ran at the company's Cottage Grove Chemolite plant, while spent material went into disposal sites in Oakdale, Woodbury, Cottage Grove, and Lake Elmo — gradually loading the groundwater that feeds much of Washington County.
That history culminated in a watershed legal outcome. In 2018, 3M agreed to an $850 million settlement, roughly $720 million after costs, earmarked for east-metro drinking-water and natural-resource projects throughout Washington County, according to the Minnesota Pollution Control Agency and the public settlement record. Residents in the affected east-metro communities have, in many cases, watched their utilities build and refine PFAS treatment for years now as that money has been put to work — a level of local investment few other regions have seen. Oakdale, Woodbury, Cottage Grove, and Lake Elmo each became study areas in their own right, and the plume beneath them has been mapped and monitored more intensively than almost any comparable footprint in the nation.
That intensity of scrutiny cuts two ways for a homeowner. On one hand, it means official data is unusually rich, and if you live within the settlement area your utility likely has years of records to share. On the other, it is a reminder that groundwater does not respect city boundaries: wells outside the best-studied blocks can still sit atop migrating contamination, which is why testing remains the individual homeowner's call even here.
Minnesota also wrote some of the toughest health-based guidance numbers in the nation. These non-enforceable values, catalogued by BCLP, run remarkably low: PFOA at 0.0079 ppt, PFOS at 2.3 ppt, PFHxS at 47 ppt, PFBS at 100 ppt, PFHxA at 200 ppt, and PFBA at 7,000 ppt. Layered on top of that state guidance is the federal MCL the EPA finalized in 2024 — 4 parts per trillion each for PFOA and PFOS, plus 10 ppt each for PFNA, PFHxS, and GenX — so Minnesota water now answers to both a strict state framework and a hard national floor.
Testing in the east metro — and everywhere else
Households on a public system in the affected zone should ask their utility for the newest PFAS results, which are often detailed given the region's long monitoring history. Anyone on a private well in Washington County, or in any area where the plume could migrate, should treat a certified lab test (EPA Method 537.1 or 533) as the definitive word on their exposure. Given how low Minnesota's guidance values sit, exact concentrations genuinely matter when you move to select treatment.

Three approaches consistently knock PFAS down. Granular activated carbon (GAC) binds the chemicals to carbon and lends itself to whole-house installations.
